Just as in the last Post, the Greek Scriptures in the book of Acts, the reader will see very extensive use of the “It is written” technique of clarifying the meaning of the discussion in the action at the time of the writing of Romans.  The phrase, followed by a quotation, takes the reader not only to the specific quoted verse or partial verse, but to the context of that verse.  Listed here will be some of the context of the current setting and what the writer has deemed the appropriate context (at a minimum) referred to.  Certainly the reader can always expand, and may need to expand, the context beyond what is presented here.  Remember this is one of many tools for better understanding Scripture, and a very basic one.

Once again, the index verses will be in red, the referent verses in indigo.

⦁Romans 1:16-17Romans 1:16 ESV   16 For I am not ashamed of the gospel, for it is the power of God for salvation to everyone who believes, to the Jew first and also to the Greek.
17 For in it the righteousness of God is revealed from faith to faith; as it is written, “The just shall live by faith.”
▸Habakkuk 2:2-7
2 Then YHWH answered me and said:
“Write the vision
And make it plain on tablets,
That he may run who reads it.
3 For the vision is yet for an appointed time;
But at the end it will speak, and it will not lie.
Though it tarries, wait for it;
Because it will surely come,
It will not tarry.
4 “Behold the proud,
His soul is not upright in him;
But the just shall live by his faith.
5 “Indeed, because he transgresses by wine,
He is a proud man,
And he does not stay at home.
Because he enlarges his desire as hell,
And he is like death, and cannot be satisfied,
He gathers to himself all nations
And heaps up for himself all peoples.
6 “Will not all these take up a proverb against him,
And a taunting riddle against him, and say,
‘Woe to him who increases
What is not his—how long?
And to him who loads himself with many pledges’?
7 Will not your creditors rise up suddenly?
Will they not awaken who oppress you?
And you will become their booty.

This writer cautions the reader, and is cautious himself, about Paul’s use of the word “law” (at least in the writings we have from the Greek). Paul uses “law” to mean many different things, which make it so that his writings are sometimes confusing (even Peter notes this in 2 Peter 3:15-16). Sometimes when he says “law,” he means natural laws, sometimes the legal system, sometimes Torah, and sometimes perhaps even an overzealous focus on the law or “legalism.”  One must discern very carefully.  Referent verses may at times be helpful, but they do not occur in all such circumstances.

⦁Romans 2:24-29
24 For, as it is written, “The name of God is blasphemed among the Gentiles because of you.”
25 For circumcision indeed is of value if you obey the law, but if you break the law, your circumcision becomes uncircumcision. 26 So, if a man who is uncircumcised keeps the precepts of the law, will not his uncircumcision be regarded as circumcision? 27 Then he who is physically uncircumcised but keeps the law will condemn you who have the written code and circumcision but break the law. 28 For no one is a Jew who is merely one outwardly, nor is circumcision outward and physical. 29 But a Jew is one inwardly, and circumcision is a matter of the heart, by the Spirit, not by the letter. His praise is not from man but from God.

1 Awake, awake! Put on your strength, O Zion;

Present that to your governor; will he accept you or show you favor? says YHWH of hosts. 9 And now entreat the favor of God, that he may be gracious to us. ⦁Romans 9:30-33
30 What shall we say, then? That Gentiles who did not pursue righteousness have attained it, that is, a righteousness that is by faith; 31 but that Israel who pursued a law that would lead to righteousness did not succeed in reaching that law. 32 Why? Because they did not pursue it by faith, but as if it were based on works. They have stumbled over the stumbling stone, 33 as it is written,
“Behold, I am laying in Zion a stone of stumbling, and a rock of offense;
and whoever believes in him will not be put to shame.”

14 Therefore hear the word of YHWH, you scoffers,
who rule this people in Yerushalayim!
15 Because you have said, “We have made a covenant with death,

for morning by morning it will pass through,
by day and by night;
and it will be sheer terror to understand the message.
20 For the bed is too short to stretch oneself on,
and the covering too narrow to wrap oneself in.
21 For YHWH will rise up as on Mount Perazim;
as in the Valley of Gibeon he will be roused;
to do his deed—strange is his deed!

22 Now therefore do not scoff,
lest your bonds be made strong;
for I have heard a decree of destruction

20 The children of your bereavement

By now you should be very comfortable with this concept.  The concept is very, very basic.  It is easy to master and has widespread use in Scripture.  It is like the milk of Scripture, there being more in the way of “meat,” as you work along further. (See 1 Cor. 3:1-3; Heb. 5:12-14; 1 Pt. 2:1-2) We will have one more Post on this topic, the remainder of the Greek Scriptures, but you will see that it is used much less frequently, presumably because the authors felt that the students may have progressed beyond that point.  As we wrap this up, then there will be a similar topic, that of “fulfilled,” which, as referenced before, may be a bit more controversial.
