H5387. נָשִׂיא nāśiy’: A noun meaning something that is lifted up, a prince, a mist. The Hebrew word is formed from the verb nāśā’ (H5375), meaning to lift. It refers to a leader of the people (Gen. 23:6; Ex. 16:22; 22:28[27]). Although rare, it can refer to the king (1 Kgs. 11:34); or to a non-Israelite leader (Gen. 34:2; Num. 25:18; Josh. 13:21). Some scholars have proposed that the term refers to elected officials, contending that these were common people who were elevated or lifted up. They often buttress their argument with Numbers 1:16, which talks of these leaders as the ones called, chosen, or appointed from the congregation. In a few instances, this word also indicates mist or vapors that rise from the earth to form clouds and herald the coming of rain (Ps. 135:7; Prov. 25:14; Jer. 10:13; 51:16).

▸ ● There is controversy about this verse, which has to do with the interpretation of the word here translated as “began,” and relates to Jewish belief about not saying the name of יהוה. Below you see the BDB interpretation first, and the EDBH entry. You will note that the word without prefixes is חל. If חל takes into consideration all of the GVs (there are no DVs), “begin” is in the mix. The question to ponder is how “begin” and “profane; act against” are related. And even more profound, look at the cognate meanings. In some ways they seem to be opposite thoughts••• there is further discussion below

Here, I will begin with personal experience, but will also get into the Hebrew. Now, in my eighth decade of life, I have seen many examples of people gathering together, bringing out the worst in them. It seems especially true that it is “the mouth” that gets people worked up. One expressed idea grows into a multitude. It might be a mixed multitude with otherwise righteous people included, but the “gathering,” the “multitude” takes on a life of its own. It seems to occur in all ages, all sexes, all ethnicities; in other words, a trait of gatherings. You have likely seen it, as well.

Not certain, obviously, that this is the mindset of EDBH, but here is what I have seen in this discussion.

Niphal is the name given to one of the seven major verb stems called בִּנְיָנִים (/binjaˈnim/ binyanim, “constructions”) in biblical Hebrew.[1] The designation Niphal comes from the form niph‘al for the verb pa‘al, “to do”. The nun (נ‎) prefix is characteristic of the perfect conjugation, as well as of the participle. In the imperfect conjugation, the nun is (where possible) assimilated into the first root consonant and appears as a dagesh forte. In the imperative and infinitive construct, the prefix is a he (ה‎) instead of a nun. The infinitive absolute may be prefixed by either the nun or the he.

And note אסף is a DV of ספף ((reminder: EDBH note p.296, of the Derivational Variant, “Hirsch calls this individualizing or targeting the new action.”)) To me, this word then means the people of Egypt (“the world”) not only gathered together with the people of Israel, but they entered into the individual hearts of the Israelites. Recall, however, that the Israelites entered also into the hearts of the Egyptians. Witness:

Exodus 3:21-22

21 And I will give this people favor (h2580. חֵן ḥên) in the sight of the Egyptians; and when you go, you shall not go empty, 22 but each woman shall ask of her neighbor, and any woman who lives in her house, for silver and gold jewelry, and for clothing. There was a “bestowing of traits.” The Israelites, with the heritage of Abraham, Isaac, and Jacob, we’re witnesses to the Egyptians, the people of the world. To be certain, there was also the “fear” element. The people of Egypt had seen, as had Pharaoh and the Israelites, the plagues which were brought about by the LORD יהוה. The experience of the power of the LORD, in the impact on everyday life, plus the nature of the Israelites themselves, led them to join, to “gather.” Do you think this was not known beforehand by יהוה?  It is stated clearly in Ex3:21 what is to come.
