First, a brief explanation of what we are discussing. The root צוה is traditionally translated as “command.” We will look at the meaning from EDBH momentarily. In learning about Hebrew grammar, one would learn to drop the weak consonant and add the suffix “ך” to get the second person singular of the person doing the action. So the common translation of צוך would be “he commanded.” In English, if there is a noun with it verb, we do not also add in the pronoun, as in “John he commanded,” but in Hebrew, as in many other languages, so we are taught, the suffix is there to make the forms match (gender of the verb, and plural or singular, with the noun). The expanded understanding of צוה helps, when you stop to ponder it, understand the nature of the LORD (יהוה):

Let me explain what I meant by “understand the nature of the LORD (יהוה).” And the verse we are using as our index verse follows. See that the underlined “the teaching” is התורה, the Torah, that is traditionally from
p.110 ירה cast; shoot. To help understand this go to the parable of the sower in Matthew, Mark, Luke, including the explanation. The teaching is the word of God that is “cast out” to those who will receive it. But we are focusing on “command” here. God gives us “free will.” We can accept the teaching, as “good soil,” or we can be other kinds of soil. It is entirely our choice. “Free will.” God gives us the authority. His “commands” are teaching. We make the choice. We are given the authority. But if you look at the second half of the phrase, “while retaining control,” you see the nature of God, the nature of Creation, the nature of parenting. A good parent likes to give the child some autonomy to allow growth. But there must be some kind of bounds. The repercussions of our choices (the consequences) are our bounds. The nature of God, of Creation, is that if we make choices against the wisdom of what has been taught to us, it comes back to bite us. That is behind what we move into here.
Two more things quickly, from this verse. First, “observe” is p.265 שמר protect; distance from danger. And second, תורה can also be looked at from another perspective using recent methodology. תו + רה -> p.283 תהה confuse; react to uncertainty + p.240 רהה fear. Torah tells us what to do in times when we are confused, fearful, uncertain, how to react to uncertainty. We turn to the teaching of our loving Parent. A common phrase in the gospels is“fear not.” And see Deuteronomy 7:11-6 and 28:58-73.

Abraham did as Abel did, not as Cain, setting the foundation for “the land.”
Genesis 4:6-7
6 So the LORD said to Cain, “Why are you angry? And why has your countenance fallen? 7 If you do well, will you not be accepted? And if you do not do well, sin lies at the door. And its desire is for you, but you should rule over it.”
Here the LORD (יהוה) is very patient with Cain and tries to instruct him. There is no “punishment” here. It is only after Cain’s attitude that he is no longer connected to “the land (h0776. אֶרֶץ ’ereṣ).”
Genesis 4:8-12
8 Now Cain talked with Abel his brother; and it came to pass, when they were in the field, that Cain rose up against Abel his brother and killed him.
9 Then the LORD said to Cain, “Where is Abel your brother?”
He said, “I do not know. Am I my brother’s keeper?”
10 And He said, “What have you done? The voice of your brother’s blood cries out to Me from the ground (h0127. אֲדָמָה ’ăḏâmâ). 11 So now you are cursed from the earth (h0127. אֲדָמָה ’ăḏâmâ), which has opened its mouth to receive your brother’s blood from your hand. 12 When you till the ground (h0127. אֲדָמָה ’ăḏâmâ), it shall no longer yield its strength to you. Is a lack of self-control/self-discipline Cain’s issue? Does he get frustrated with his brother who has self-discipline. Could the “decisive focus” of “the land” be the constant focus on the LORD (יהוה)? “A fugitive and a vagabond you shall be on the earth (h0776. אֶרֶץ ’ereṣ).”
Cain feels the lack of the presence of God, and fears the lack of God’s protection. Again, this fear is what we feel when we are making our own choices as separate from the Parental teaching.
Genesis 4:13-14
13 And Cain said to the LORD, “My punishment is greater than I can bear! 14 Surely You have driven me out this day from the face of the ground; I shall be hidden from Your face; I shall be a fugitive and a vagabond on the earth, and it will happen that anyone who finds me will kill me.”
The LORD reassures Cain:
Genesis 4:15
15 And the LORD said to him, “Therefore, whoever kills Cain, vengeance shall be taken on him sevenfold.” And the LORD set a mark (h0226. אוֹת ’ôṯ) on Cain, lest anyone finding him should kill him.

h0226. אוֹת ’ôṯ – perhaps you can see how this might be shortened to את, and how it could be taken as either a marker of a direct object, pointing out something; or how in the sense of “miracle,” which is serving as a life-saving covering, it could also be seen as the Messiah.
